- Along with Senator Barrios, Sam has promoted legislation mandating that the Romney administration incorporate environmental justice in its permitting and review processes for development.
- Sam has worked with the Metropolitan Area Planning Council, as a member of its Metrofuture project, to examine and consider a new system of regional planning that would incorporate principles of Smart Growth as the Boston Metro region moves into the twenty-first century.
- He has also supported the long overdue legislative efforts to reform zoning in the state of Massachusetts.
